Yes, correct, large static voltages can be achieved by moving 'material'. Van de-graaf sussed that out a lonnnnnng time ago. The key to that however is the FRICTION between the 'static'(i.e.STATIONARY)object and the moving object. The friction creating a conversion between KINETIC and ELECTRICAL energy thus transferring charge. Just like walking across a NYLON carpet and then touching something conductive...zzzzZAP!.. U'll only get out what you put in MINUS the efficiency of conversion !!!!

I've beent trying to work on a simulair concept in a different configuration. The interresting question is is that is uses coils (like mine) and magnets (like mine) well, coils can do 2 things, convert electromagnetic fields which are in motion to electricity (dynamo like on your bike) and electricity into and magnetic field to move another magnetic field (electric motor) magnetics are EZ to understand really by just experimenting with it. Just don't forget your experimenting ONTOP a big magnet.
