you have to click on Califications->Levels. Then, you add a new level (1-5 for example) and then you set up the level when you will make the outcome.

I can add outcomes... but I can't add any useful scales (just that Separate and Connected Ways of Knowing scale is available). Would be nice to have numerical scales... do you know how to add them?
