its a double stance technique
you move out of boxing shuffle stance i.e b, f
then tap f, f to move into dragon sigh stance
game loves to be picky, so time it right ot ir won't accept the f, f motion
the best timing is as your doing your combo IMMEDIATELY tap 'b' slowly into f'
that way it accepts it sooner and you can tap f, f, quickly. Then just tap '3' for dragon cannon

According to the credits, it's called Mistral by GTR. Try Googling it and seeing what you find.
Apparently the tune was produced entirely on a laptop!?
