one look into his eyes and konoha's mightiest jonin falls. Pain was not stronger than Itachi (not at full power anyway). Only madara, sasuke and naruto surpass itachi in the story and thats only because sasuke and madara both got the eternal mangekou and naruto has the nine tails to protect his ass from tsukiyomi. Itachi with an eternal mangekou truly could have become the greatest shinobi in history

The thing that mad itachi so deadly is his freakin intelligents man..he was a very gifted and itellectual shinobi never really being suprised and becoming calm in situations and always planning ahead

Meaning he would be stronger than he was if he has ems, just seeing how damn strong he was just with ms id say he could have surpassed both minato and the first, but i mean we dont know its just my opinion. all in all it would ultimately be up to kishimoto u know lol
