The bill is easier then people think. Majority of information online is transfered through fiber optic cables. Those cables only enter the USA through a handful of locations. If the government were to cut power to those buildings, then north america (including canada) would be cut off from the rest of the world. That power already exists (and has been used), except it's in the hands of a private company.

Internet can be controlled all it requires is enough man power and axes. Start issuing licenses to access internet connections. If nothing works blow up the satellites that transfer the data. Make it mandatory for all service providers to give detailed information about the location of the servers. Hack all the INTERNET data pipelines running through the ocean floor. And if you really want to shut down the computers just use the emp pulses on the server stations
