To the viewer this is simply Mr. BOURNE's comment on Prestatyn councillors (all parties) lack of intelligence on allowing a business to protect it's self with shuttering. Home Bargains DID mend the window (was that Peter Duffy and Son I saw doing the job?) Only to have another window broken months later.

A quick comment on why Prestatyn council refused shutters on Home Bargains shop. Maybe they could have thought about it longer than this video lasted.
