if phone has been wet, disassemble, clean electric (not outside housing, might melt plastic) components with soft toothbrush and some acetone. remove ribbons and check for mineral deposits or corrosion on surfaces of ribbon as well as motherboard.

try to reset phone to factory settings first. slow to come on sounds more like either software, or lcd malfunction (the lcd has a backlight that could be going out on yours)
