There are two addresses that concern you regarding your access to the Internet - the inside and outside addresses. The outside address is the address assigned by the ISP. It is either static or dynamic. The inside address is the address given to your computer by your router/modem. It's a private non-routable address usually in the 192.168.xxx.xxx range.
Now... If you have a Static IP, You can NOT change it.
If you have a Dynamic IP then this method WILL Work.

Changing your mac for your router does not change your external IP. In order to change your external IP you would have to change the mac of the modem that was provided by your ISP which for one there is no option to on the modems they provide and second if you did your ISP would reject your signal since it isn't registered with them. The only way to change your IP quickly is to go back to DSL and all you have to do is unplug your modem and plug it back in to get a new IP.. It doesn't w/cable

If this doesnt work for some people try changing a few more digits but if that digit is a number or below 5 or above 5 keep the number or letter where its at.
