Indian Prime Minister Manmohan Singh met with Russian President Dmitry Medvedev after a dinner near Moscow.
The political leaders say the two countries have a special relationship.

"It's my sincere desire that in years to come our two countries should work closely with each other in dealing with our bilateral concern, regional concern, global concern. And you have my assurance Mr. President that no other relationship which is of greater importance to India than the relationship with your great country.
India and Russia are likely to sign six bilateral agreements related to defence and nuclear cooperation. It follows on from two military pacts already signed in October worth at least US$5 billion.
The 10 year deal includes a US$1 billion payment for 80 Russian helicopters, and contracts for fitting missiles onto Russian-made fighter planes.
Analysts say the deal could bridge relations between two former Cold War allies. However, New Delhi complains of delays in supply of Russian defense equipment, including a refitted aircraft carrier, resulting in a cost blowout.
India's growing ties with the United States have made Russia uneasy.
Experts say India also wants to use the renewed focus on Russia as a counterweight to China, while a strong presence in South Asia could help Moscow keep an eye on Beijing.
India fears China is trying to encircle the Asian country for resources and global influence. The two sides have faced off at several multilateral forums this year over their long festering border dispute that led to a bloody war in 1962.
During his visit, Singh is expected to also hold talks with Russian Prime Minister Vladimir Putin.
China will be last to become Krishna conscious, yet will be some of the best devotees, because of dicipline. Cautious posture for now, as some of their cabinet are not yet God conscious.
