I think it was a driver mistake!
see when the IV type R sti and the 22b get to the 1/4 mile .. the 22b is in 4th gear and the IV type R is on 5th!.. I think the guy on the 22b was shifting at 8 k.. which is useless, you are just loosing power after 7.5 k..
I own a v3 Sti v-ltd my self.. and apparently that seems to be the reason..
Apart from that the 22b suppose to be way faster ! :S

hmm i thought the 22b was supposed to be faster. but then again the driver had a horrible launch.
