Is this movie inspired by "Doraemon: Nobita's Dinosaur"? cuz the plot is definitely similar, and the water horse looks exactly the same as "Pisuke", Nobita's dinosaur.
I'm gonna research on it and watch it later.

The "California Zombie Attacks" is a catchphrase attributed to a strange outbreak of violent, unexplainable, unprovoked attacks that happened over a couple of years in California in the 1990's. They were vicious attacks by groups of unreasonable people committed on innocent bystandards. There were a few references in police reports to the attackers being "Zombie like" and the name has stuck ever since.

When I first saw the trailer, OMG! I thought: 'This movie is gonna be shit' but now that I have seen it. I love it.
