This is probably the game's way of adding more cars into the game but due to the limits, it had to share the same files, gxt and txd of the taxi. This car is a GTAVC Premier.

@c4shk You're right, it's not a taxi, it's actually a boat and they're so easy to find.

You could also get it by jumping off Hyman Condos (the downtown building with the 3 garages) repeatedly. Eventually you'll find a taxi without the sign off.

@doirBravo I actually spotted one outside the Hyman Condos a couple of nights ago. Maybe it's not so rare after all.
