Here's a quick tip for beating the ace on this level, if you destroy the tank destoyer with say, a scout with a ZM KAR 4 before the second turn, Alicia will destroy the ace for you.

This isn't foolproof though, as he can dodge sometimes.

The hell are your scouts armed with, grenade launchers? i've only played up to the bridge part near the beginning of the game

once u level your scouts up to level 11 they get under barrel grenade launchers and the shock trooper (at level 11) get under barrel flame throwers
