Some washers have a neutrual drain. The motor drains the water. The basket will not be in moton untill the spin cycle. However the washer may spin even though it not on the spin cycle during drain. It just depens on the transmission or your model/brand
I am a technician. You either have a bad motor coupler, a slipping clutch or bad tub drive block.
Start by checking the coupler underneath. Then grab between the inner tub and outer tub and try to pull the inner tub up vertically. If it lifts more up quite a bit it's your drive block.If however you only get a little lift from it which is normal it is your clutch.
Ever since I was two I've been listening to these kinds of washers it drains then as soon as the tubs empty the motor continues to idle for a moment and then it pauses for a couple seconds and then the washer kicks into spin it is completely normal it has been Kenmore and Whirlpools tradition to have the neutral drain they probably been doing this since their first automatic washer from the late 40's or early 50's.
Craziest is correct, if you should lift the lid, or shut off the motor by other means while its in drain mode, the clutch will engauge and allow the tranmission to spin the nex time power is restored to the motor

its a nuetral drain...its not suppose to spin until it (the timer) moves to spin portion!
