Imagine (if you can) that terrorists in Tijuana started firing rockets into San Diego. Do you think the USA would hesitate for a second before responding?

Bad analogy. Imagine that the US terrorized Tijuana and was sending signals that it wanted all of the Mexicans to leave. Imagine that the US had signed a peace accord with the Mexicans. One day, the US invades and kills some Mexican officials. Would you say that Mexico is hallucinating that the US is a belligerent? Would Mexico be labeled terrorist or would the US?
