Due to a massive raid by GI JOE,
Cobra is on the verge of bankruptcy.
Cobra Commander is forced to borrow money
from mobsters, and a ploy is concocted by Destro and The Baroness to embed subliminal messages into a record album in order to hypnotize and hold the masses hostage. Zartan and the Dreadnoks are hired to pose as a heavy metal band called "Cold Slither."

I think the problem with Cobra's plan to control the nation through subliminal messages was the failure to make the messages subliminal. I think G.I. Joe has been around long enough to recognize that when a snake-themed rock band is singing about how awesome Cobra is and how you should give them all your money, it's probably a Cobra plan.
