it is best to apply concealer after your foundation because foundation does cover some stuff up so concealer is just to go back and cover what your foundation doesn't :) if you apply concealer first you may apply it everywhere and it'll be heavy you may as well use concealer as foundation :) i know im not candy but i thought i would help anyways :)
