think of it like the Greeks. The Chinese before the Qin and Han dynasties had one single cultural identity, but were more or less individual states for a long time, the Kingdom of Zhao and the Kingdom of Qin were like Athens and Sparta...eventually one state conquered all and united all, something the Greeks didn't do.

well, Han is just a later term used to describe the race heretofore known as the Huaxia people, aka the Children of the Yellow Emperor, aka People of the Hundred Surnames, aka People of the Dragon, aka People of the Middle Plains, aka: the Chinese. the word Chin came from Qin.

For no: Qin dynasty come before Han. infect there is no such race as Han before Han dynasty overthrow Qin. So how could Qin be Han?

For yes: interm of culture and language, the Han that overthrow Qin has the same root and maintain similar since long before.

Han ethnic evolved from Huaxia ethnic. Qin and the other 6 kindoms shares same blood and cultural heritage under one ruler,周天子.though it was merely a titile after and during spring autum,waring state era. as time goes, dynasty changed, Qin dynasty was replaced by Han. Han empire defeated HUNS and sent them to Europe,during same time, Han conqured southern part of China. During that 300years,different chinese regions'native cultures mixed with Huaxia culture, so Han ethnic is out.

what i left out is, chinese didnt become han chinese until there was han dynasty.

han didnt exist yet during the Qin. Han existed after Qin because Han was the dynasty after Qin. during Qins time that existed before the whole empire was united were Qin, Zhao, Wei, Hann (not Han), Yan, Chu, Qi. Han was after the Chu-Han war where Han won the empire.

Yes, Qin Emperor was han! during that time, many hans migrated to japan to avoid being arrested by Qin Emperor. Now, u can see the the japanese traditional warrior fashion is quite similar to qin's!
