    As a TL;DR, I said "character building" is fun in broken games, but the battles themselves become boring. Since less time is spent character building than participating in battle in most RPGs, this is still poor game design.

    It was poor game design when "game breaking" meant trivializing the gameplay ala FF6, because the "breaking" came about as an emergent gameplay style or bug exploit. Nowadays there are games that REQUIRE you to become invincible (at least to particular types of enemy attack) in order to overcome the game's challenges, ala Persona 3 and to a lesser extent 4. In these games, nullifying enemy attacks is a necessary strategy. So in a sense, a broken RPG becomes a puzzle game if done right.
