Maine Governor Signs Health Insurance Cap Bill

Emotional video of Gov. John Baldacci recognizing Maine woman, Theresa D'Andrea & her late husband Rocky, who shared their personal story to help pass this important legislation. Theresa was also recognized by President Obama last week. She & her husband hit the lifetime caps on their insurance shortly after he was diagnosed w/ cancer in 2008. He died two weeks ago, but she is still left w/ at least $60,000 in medical debt (down from about $1.6 million) after spending their life savings & retirement.
