In the run-up to the 2009 Euro-elections, the European Citizens Consultations 2009 (ECC 2009) will bring together citizens from across the EU in 27 online debates. Thousands of randomly selected citizens from all EU Member States then meet in March 2009 in simultaneous and interlinked national consultation events to discuss the economic and social future of the EU in a globalised world. In May 2009, their recommendations are debated at a European Citizens' Summit in Brussels and handed over to the presidents of the European institutions. ECC 2009 is the largest citizen participation process on the future of Europe and is organised by a civil society consortium of more than 40 partners from all over Europe.

It was very nice how the website didn't allow anyone to vote or submit proposals.
What a scam.
