I agree that this is highly improbable, water run cars, however MIT is curently repeating one such experiment where the device appears to have overunity. Texas Tech has some publications on it as well.
I have copies of a patent from Stan Meyers device, and even the tests done on it at various Universities are having difficulties finding why they get more out than in. I'm still on the side of bad measureing, but not for long.
