neither of them were presidential spec cars.... Its probably some visiting dignitary. Think a foreign head of state or foreign minister or maybe even some US dignitary other than Obama..

And the craziest part is the SUVs have guys with rifles in them, probably military trained, and you don't even know which car he's in.
