Former Presidents, and Former First Ladies Motorcade have no reason to use decoy vehicles or control vehicles.

She's given a motorcade for protection, logistics and as a courtesy. When in Washington, DC, former presidents and first ladies travel in a security package plus it's quicker from Dulles airport and as a courtesy to her former title as first lady.

I'm guessing the limo is a courtesy given to her for her visit to D.C. Normally, like Bill Clinton and George H.W. and Barbara, and now George W. Bush, she has a sizable motorcade composed of the unmarked suburbans.
