@zcg3 The army is overstaffed as is at higher E-# ranks. It's not like Call of Duty, higher ranks don't just easily come with just competence and time. Soldiers aren't being killed off like they used to, hence they aren't being promoted as much either. When you have a base full of Sergeants, whats the point? The have noting to be a Sgt. over. If you have someone who could be a great Sgt., it's going to require the need for another one for them to get that rank.
