That's what it sounds like when your BOV is too stiff. Flutter, which is what's happening in this video is air going backwards through the turbo. Educate your self before making uneducated comments.

the sneeze or chhhhh noise will be from having a blow off valve fitted which releases the pressure on the intake side when the throttle plate is closed to stop the pressuised air trying to go back through the turbo causing cavitation or turbo flutter that can be heard in some instances! like the one above!
