I don't know what you are using for fuel (I know it is some kind of alcohol, as I make these stoves, too), but your flame is far too yellow, which means that it probably has too much methanol or water content.

You created two stoves. The Preheater is a stove as well as the penny stove. I did something like this a few years ago that turned into an explosion. A small preheater tray or fiberglass wicking might be a better bet. Although this gave me an idea for a stove and pot stand all in one with just the bottom and a bit of rigid aluminum placed in the middle. Potstand and preheater all in one. The pot would act in place of the penny. Keep building for you never know whats hidden in a pile of junk!

@NCHiker actually i did not. The top 'can' is the only place any fuel is held, and the bottom can is the only place where gas is lit; theres some internal plumbing and sealing. But with out one part, the other couldnt work. The preheater works just like any other, only difference is the jets are part of the preheater tray, which keeps the alcohol well pressurized. Glad to know i gave you an idea though, thanks for the input!
