Amber does technically mean stop. The driver should have been well aware of the amber and the kid, and acted accordingly, I see this type of behaviour more often now.

I though Amber meant stop.

You can't see if the light was red for the car. It certainly must have still been red for pedestrians when the boy started to cross.
