Some Marince Cadet bands that have close ties with any of the bands of HM Royal Marines normally get special permitions to wear certain items of uniform. Mostly with the permission of their DoM. Ive seen a band that wears both types of head dress and to be fair they look great in both. ive watched them practices in CS'95s aswell and still make it look good. Most spectators will only listen to the music and not often pick up on what uniform the band is wearing. This is a fantastic display though.
Yes they are they are the Cadets of the Royal Marines Commandos and like the Royal Marines they are attached to the naval cadets / Sea Cadets hope this help you
As far as i know, MC Drum Majors can wear them with the SCC DoM's permission however, Chatham Unit is one of a kind, it is a soley marine unit, no sea cadets it is a stand alone MCD, so that may explain why they are allowed? Just a guess

Yes there are some tempo issues but the rudiments were played well.
Its more important what you play on the batter head than what you do with your sticks in the air.
