Actually it is hard to compare English and Chinese in terms of dialects and accents. There are so many different dialects in China (not only accents). Not only do people from different cities speak Mandarin (the national
language) with varying accents but most of the time the 'native' dialect is spoken which would be unintelligible unless you are 'native' to that city.

What I'm saying is, there is not ONE level, there will always be different dialects. Did you not understand my English example? Have you ever heard a Liverpool accent?

This is completely unbelievable. As a Chinese, I've never expected a Westerner could possibly speak Mandarin so fluently. What's more striking is his pronunciation: I think no Chinese can tell his real nationality without looking at his face first.
