    Hardly. It was 290kV (500kV is phase-phase this was an arc to ground) at about 110 amps limited by those giant 33MVAR reactors to the right. If it were 2000 amps (under load) it would have melted/exploded that part of the substation like a bomb. Even the 110 was burning the copper bussbar as evidenced by the green flames.
