It's "Långdans från Sollerön", from Dalacarlia, Sweden.
There are a text to it, but that one is much junger than the original tune.
And yes, it usually got a better schwung in the second part. But it's great to play when so many dances and you follow playing Säckpipa.
Look up ogallmo and sollerön for another version.

it lacks the schwung you'd normally see at dances like this, I would know since I've done my fair share.
