If a gun is used safely it is more safe than crossing the street. If someone has been properly educated with firearms then i see no reason as to why age should be a factor.

@SuperMarvin1998 No, his father made sure he held the gun the right way, tight to his shoulder. That way rather than hitting you it just pushes you. That's why you see the videos of the girls loosing control when they fire because they're afraid of it and hold it all wimpy-dimpty (stupid term but you get the idea, keep control of the gun and it's fine.)

Though I do think a boy that small should be using a 12 gauge, a 20 gauge could be better if he wants to target shoot for fun.
