    Why were governments formed in the first place: Because people allowed themselves to be convinced that they can't live happily without someone exerting forced control over them.

    Why did countries remove power from rulers such as Monarchs: For the very same reasons that they should remove power from the government.

    Why has anarchy not been successful in any modern day western nation: Because those who truly do control your government don’t want to lose their power.

    Sure, there is always the possibility of some conqueror coming along and trying to force everyone into submission, but most modern governments have recognized that this is highly unproductive in the long-run, and have resorted to manipulation and deception as their primary tactic, and only use force as a last resort. That is now.

    A weak and intellectually vulnerable population can easily be coerced or manipulated. An intelligent, well-informed, and well-trained people is a different story.

    Then the key thing to understand here is that an "elected council" doesn't necessarily mean government. Imagine each community electing people from among the worker class members to temporarily serve as council members for that community. Not a single overarching entity. These people must ALWAYS be selected among actual workers, and CONTINUE to work as normal. The point is that you can't have leaders who have no connection with real society. Big choices must affect them just like everyone else.
