Obama says here that the marginal amount above 250 000 dollars will be taxed at 39% instead of 36%.

That doesn't exactly sound like huge increase, 3 %.. I don't see what they're crying about.

@MussyPagnet What I said was this. If you are receiving assistance then you should have to continue to pass drug test. If you are a junky and receive assistance then you may be in some program, that will or should require you to pass piss test to remain on assistance.
