The server was asking if you wanted to be in the smoking area (often outside in a beer garden) or in a non smoking area (often inside). They have entirely different settings and neither require you to smoke, and you sometimes have no-one smoking in the smoking section anyway.
On a side note, there is no minimum age to smoke in Hong Kong (and many nearby countries), you just have to be 18+ to buy cigarettes. A child may smoke if they find them or are given cigarettes.
