Actually the North Carolina was designed as a 14 inch battleship and armored with the armor protection of a 14 inch battleship. It was going to have quad turrets with 14 inch guns that were the same dimensions as triple 16 inch turrets in case the Japanese did not sign the naval treaty. The Japanese did not sign the naval treaty in 1937 so ship was under construction was changed to triple 16" turrets. Too late to increase the armor since it was already under construction.
There is NO comparison. The NC is a 16 inc gun BATTLESHIP while the Kongo is a 14 in BATTLE CRUISER. The BS saying they are fast battleships is all hype. They were built as battle cruisers for the imperial Japanese navy. Which means they had BATTLESHIP guns on a cruiser armor. For comparsence, look at BISMARK vs the HOOD. The same for the Battle of Savo Island when the Washington and New Jersey met the Kirishima, which was another Kongo class battleship
The sister ship of the USS North Carolina was the USS Washington and it did have a duel with two Japanees battleships and it was the last battle that was fought with battleships dueling it out with the big guns. The USS Washington's captain said get out of my way we're coming through and the USS Washingotn pounded the two Japanees battleships into scrap metal. The USS Washington was twice as fast as the two Japanees put together.

As a "general rule of thumb" (aka use at own risk but if weapon and armor "quality = 1.0" it is pretty close)
AP round penetrates diameter of shell
HE round penetrates 0.5 diameter of shell (but throws a lot of shrapnel all over the place taking out "soft" targets, ie personnel, antenna, etc
