If only Anno had written that in. It could have solved everything. Better, just have 25 minutes of Gendo ranting to Shinji in Episode 26 about various things. It then ends with them both getting shitfaced on sake while an inexplicably-alive Rei sings "I Will Survive" on a karaoke machine. MAKE IT SO.

Reasons for RoE are unknown but he didn't reprise his role in the Director's cut because of issues with ADV/Matt Greenfield.

He didn't reprise his role for the Director's Cut because he was not asked to. Something happened between him and ADV and they're not on speaking terms. We'll never know the full truth, but apparently whatever Tristan "did" was enough to blacklist him from ADV and from a lot of other anime voice acting companies (including the nearby-FUNimation, which is why he's not doing the Rebuild films). I put "did" in quotes because Tristan's side of the story is that ADV management made it up.

The Director's Cut was under ADV so there is history behind him and the company which I don't know the full details.
As for the Rebuild movies... have no idea. I'm disappointed that he won't reprise the role. = /

Which is why I like voice actors over A-list actors. They're not like the big stars because only they're voices are famous. So they're more down to earth.
