its a program called Antares Autotune. It corrects off pitch notes on any instrument, primarily vocals. Its usually used for slight vocal correction. For the T-Pain Effect its set to correct everything as fast as possible to perfect pitch so no matter how shitty you sing you sound like a perfect singing robot.
Probably at least 80% of music you hear on r&b or hip-hop radio stations has this effect now. IMO its way overused and it ruins the talent of actually having to sing good.

@futurelaker88 The trick is to actually sing slightly off key. Thats how the tuning is shifted. So if you actually have singin' skill, it won't shift well.

@futurelaker88 .. your kinda right, and kinda wrong, if your useing it for pitch correction, you have to be as near to the key you wanna hit, if u suck yur gonna hear all the "pitch jumps",, if your useing it for sound there is a technique ;) to get the robo sound without the "pitch jump" sounds ;)

@futurelaker88 lol theres skill involved. Just like theres skill in driving a car, we just don't consider car racing as much of a real sport like autotune real singing

wait, i wasnt aware that there was such a thing as "auto-tune skill." its an automated effect that does what it does on your voice. i sing and it does its thing. how can someone be skilled at it? i understand that there are ways to "trigger" the effect, and i put that to use a lot in this video, so other than that, i dont understand what you mean

thanks! no i used youtube karaoke tracks lol. but i do record tracks where i do backing vocals as well as lead. if you would like me to post them ill be glad to.

ok ill try to get them up, the tracks where i sing all the vocals are not autotune tracks though, they are just regular songs
