Bruce Timm and Paul Dini? WOW, the guys who worked on Batman the animated series, i'm sure they are hardcore batman fans and enjoyed Burton's films at the time including the comics and made this episode as a homage to Batman of the past including 60's to Burton's to Frank Miller's Batman then in late 1990 they thought of working on Batman TAS

Usually I'm not a fan of Kennedy Cartoons' animation on this show, but it actually looks pretty cool here, especially 5:42 - 7:58. It adds more to that "late '80s/early '90s satire toon" feel to the show, also like "The New Adventures of Mighty Mouse" and the 1980s "Beany and Cecil."
