Hi hazshav,
I did it with Visual C++ and PocketPC 2003 SDK. The 3D engine is OpenGL ES, the mp3 deconding is made with mp3 MAD decoder library and video decoding is made with libavcodec (compiled in cygwin using crossplatform compiler to get PocketPC compatible library). Unfortunately, I've stopped developing the project. I think PocketPC is becoming obsolete and that this application will become obsolete too.
