Face looks kinda Jewish with that hook nose any thoughts on that and Luther? Anyway the word for that type of pattern recognition is paradolia. Look up into the clouds anytime you want or in the twilight look at trees and find any shape you can possibly dream up.
It is absolutely a face intended and formed out of the clouds, but to say it is the Devil's face, is premature. It looks like a Hebrew man with a beard, where is the context to say it is the Devil ? Maybe it is the painter's own face, he took a liberty of the artistic license, allot of painters did self portraits using a face in a crowd. Sort of a " Where's Waldo" thing.

there is also a short horn coming out of his head, the black pointy thing.
