This is absolutely a high-altitude research/weather balloon of some sort. No debate about it. Reason it may appear to not be moving (or may in fact not be moving) has to do with different wind currents at different altitudes. Even if there is wind on the surface, its not going to be the same at thousands of feet up. The reason it looks like its glowing is from sunlight. The video description says it was filmed in the evening. At high altitudes, there is still sunlight even after sunset.

I have seen this twice this year in arizona. i do not believe it is balloon! i have seen it maintain position for 5 minutes even in wind. it gives off some light and has structure inside of its shape.

Also forgot to mention that we assumed it was a beam of light or some sort of thrust thats underneath it. It's not a robe or somthing simular dangling, that was obvious thew telescope. It stayed in a straight vertical line the whole time oddly. That was one of the ways we deteremed if it was moving/distance from us

I saw it from menual/san meteo with my telescope to prove it wasn't a WB n to friends. Facts are about WB are they will be moving they HAVE to be moving otherwise you can't classify it as a balloon if it's not being moved by windspeed. 2nd before it got dark clouds were MOVING past it not vise versa. I never knew weather balloons illumintate a glowing blue light sorce around it. It also has shading/light sorces from multiple angles and it resembles a face kinda that never rotates or flaps inwind

yeah, I saw that tonight too before it got dark and then at dusk. Crazy how slow it moved from east to west. Nice camera by the way, I wish these other ufo watchers had images as good as yours!
