Are you aware that chl holders are in malls, theaters, banks, etc. And when is the last time an all-out shootout occured as you described. Mexico is a great point, all military personnel have been told not to travel to Mexico do to the violence. In addition personnel would not be allowed to protect themselves because we are required to obey Mexican laws while in Mexico.
