How come 4x4 were allowed to use a cloth to snag spinning discs but in series 7 Bulldog Breed got in trouble for using a cloth. Was it a new rule in series 7 or something?

I think what Hypnodisc should've done (were maybe trying to do) was destroy 4x4 and Barberous, then take Granny's Revenge through to Round 2 :)
