The Prisoner (most of the human race) has been transferred to 'The Village' where people are referred to as a number - he is known as Number 6. There is allegedly no 'Number One' as no-one should have ultimate control. It is just like today. We think those given No2 status (Presidents, Prime Ministers) are in control -but the real power elite does not show itself
