That wasn't a public street. Clearly it was an entrance or a ramp to something that requires VERIFICATION. Notice the SCANNER in front of the light by the drivers side. The light will turn green after scanning your verification infrared or magnetic from a device in your windshield or dashboard or your plate. Simple as that.The stopper was there to stop people from passing red lights without being verified. Some people are just stupid to ignore signs and warnings
