He is clear. He stole the chips from patrons so those chips are not logged unless they are moved thru to the vault or cash counters. the rfid is only for tracing fake chips and money ini/out of the vaults. chip id's are not linked to customers.

Casinos don't "rob" anyone. If you walk into a casino without a very solid and informed game plan thinking you are walking out richer, you are a nimrod.
