Stocks pulled back sharply on news that major U.S. banks will set up a fund to help bail out the credit markets.
This stirred concerns about bad debt and caused oil prices to surge to $86 per barrel for the first time.
The concerns about banking came after Citigroup Inc., the biggest U.S. bank, reported that third-quarter results fell 57 percent.
The company said it lost more than $3 billion in mortgage-backed security losses, leveraged debt write-downs and fixed-income trading losses.
United Auto Workers leaders voted overwhelmingly Monday to recommend approval of a tentative four-year agreement with Chrysler Motors.
Chrysler's national UAW contract covers about 45,000 active workers and 78,000 retirees and spouses.
A majority of active workers must vote for the contract for it to take effect.
The UAW hasn't determined when voting will begin.
