you know in the scene where Ianto died he tells jack that he loves him but jack never said it back or ever to him, I think gwen was the one he actually loved

It's obvious! He's nearly in tears when he says they should get back to work.
Mind you, he is a real slut in this episode. First he's snogging with John, then he says to Ianto "I came back for you" and quickly amends it to include all of them, then he's all over Gwen here and, when he finds out she's engaged, he asks Ianto out for dinner.
And THEN he kisses John goodbye.

I love the bit where he feels the ring on her finger, and asks what it is, and her expression and tone of voice when she says its an engagement ring :P
